doesn't matter if tile goes under cabinets or not. They screw to the wall. You'll save on tile if you tile after the cabinets go in, but won't be as flexible if you want to change things after the fact (you likely won't). Make sure the floor is stiff enough for tile. Though it raises the floor height, a cement board layer is a good thing for tile (+ it adds thermal mass to the floor). Electric radiant systems are available from numerous sources. So are hydronic. If you go that route + don't have a finished ceiling below, you might consider staple up like Onyx. I don't think you want on-demand heating for hydronic, rather a tank would be better... but really, if you are sticking with forced air elsewhere, electric floor radiant is probably the way to go.
