Yes, Tata just acquired Jaguar and Range Rover, and has embarked on manufacture of the Nano, a low-cost everyman's car for the Indian consumer. The Inidian manufacturing sites have been hotly contested, with the original site abandoned because of local negative reaction (go figure ...). The currently highly-rated Jag XF, however, was developed under Ford ownership, and how Tata does with the requirements of modern, Western car industry ownership is yet to be determined.

Ratan Tata presides over a global manufacturing and commercial empire worth about $20B annually, last I saw. Based on his success with construction equipment manufacturing in India and partner Hitachi Const Equip, I'd guess he'll make a success out of Jag / Rover if any Eastern owner can. That all remains to be seen, and I wish him well.

On the other hand, the Indian economy is taking a hit along with the rest of the world, and it is difficult to see Tata taking on another automobile line to be rescued. Ditto the Chinese.

Speculation is fun (I actually got paid for it when I was in the working world, before retirement), but it looks like we are all going to have to wait and watch.

Incidentally, I doubt if GM has yet made a final decision on Saab, and if it has, I doubt management has stated a deadline externally -- that simply tells any bidder to hold off until the deadline and make a lowball offer. The "or else" you talked about in an earlier post may be the decision to simply shut down and incur the significant pay-outs for doing so -- not to mention the legal obligation to produce parts for 10 years.
