Disc and drum brakes have different pressure vs torque characteristics, and can bite when traction is poor. That is one reason anti-lock brakes were adopted, GM "X" cars and derivatives were horrible in the slick. 70 Tornado had badly mismatched disc front and drum rear brakes, it was like a big flag waving with most any braking in snow. The rears would lock long before the fronts responded. The fronts rarely slid stopping, turning, and only under duress going.
I wouldn’t buy a car with drum brakes, they are cheap and ineffective. The 4 wheel discs on a 99 were wonders, hanging on until they all slid, what fun sliding straight ahead to a stop.
