Starter question

This is sort of a general question on starters but actually applies to my Subaru. Occassionally I get this brief grinding sound when starting the car like the shaft doesn't quite snap back fast enough and grinds on the flywheel teeth. It mainly does it when it's cold and or the car has been sitting for a couple of days. Obviously the starter would be suspect, but the car only has 70K on it. The other related thing is I don't think the battery is quite up to snuff. It was a new NAPA battery about a year and a half ago but it sometimes seems like it barely has the juice to turn it over (when sitting a few days) it just seems weak at times. This could also be the starter but what I'm wondering is if the battery is weak could that cause the starter to not function quite right? In other words could that cause the starter to not snap back quick enough? I posted this on a Subaru forem but think the mechanical DNA is a litttle stronger on this site.
