My local county has 43 pieces of road clearing equipment and is responsible for clearing 30+ miles lengths of two interstate expressways as well as primary and secondary county roads. The head of the County Road Commission asigns only 4 plow drivers to work during the night-time hours and assigns 43 drivers to work during the day.
My thought is that although the drivers may earn a 10% shift premium on midnight hours, the efficiency gained by clearing roads when very little other traffic is present significantly exceeds 10%. The Road Commission would save money by running a full crew at night. Without even considering the public safety improvement of having roads cleared in time for morning rush hour and school buses!
