looked at this in some detail because of the job the dealer had done to my bumper cover- before I bought it & not revealed to me. It progressively fell apart over the next 7-10 months.
The WIS has a generic section on this issue and says that after a specified size- they are not reparable & are to be replaced. But the small scratch/ ding you describe is indeed fixable. I do not have my copy of the WIS available right now- but take a look if you can find a copy.
