Mocking up bent steel pipe ?

I want to mock up something that will be made from steel (eventually). Think of something like a rear anti-sway bar, with a pipe center, a few bends, and some flanges welded to the ends. Once I have it mocked up, I can have the local steel maker build it... but it's not the sort of thing I can just draw and have built, it needs some "fitting" and experimentation to make it work. Pipe size will be aroung 1" OD.
It doesn't have to have any strength, but it does have to be possible to bend the pipe section like steel and have it stay bent. I also need to be able to attach the end plates as would be done with welding to get the alignment correct.
Any thoughts? The only thing I can think of is using some EMT and a nah bender, but attaching the end plates seems like it would need welding.... althoug perhaps JB weld would work. Are there types of plastic pipe that can be bent, perhaps with a heat gun, and stay that way? Some way to bond to them?
