This is an attempt to get about an inch of ride height out the front end of a 9-5. I have one strut together. This part fits pretty well between the spring and the thin rubber of the strut bellow. Under compression this part should do nothing but transmit the loads to the strut mount. It might provide a little damping, but it is hard compared to the strut bellow material.
New springs unless they are custom will have the same problems. If this experiment doesn't help, then custom springs might be the only solution. OEM 9-5 springs don't maintain ride height within reasonable tolerances over time. I can't speak for all aftermarket, but if they are the same spec, they might have the same issues.
