I think he specifically mentioned a detective's car. They don't see the wear & tear that actual patrol cars get. Many of them are used for little more than commuting. On my advice, a friend of mine bought an ex-detective car for his ex-wife and it's been 100% problem free for three or four years. The SOHC 4.6l is a durable motor, the A4LD under-stressed in that application, and, well, the Panther is pretty darned resistant to all sorts of physical abuse.
My hesitation with a Panther for a college kid would be gas mileage and its pseudo-performance. It ain't fast, but it's potentially too fast for a college kid who, upon seeing the POLICE INTERCEPTOR badge on the back might be inclined to recreate a Mad Max moment. :) The Crown Vic has primitive suspension and safety components, and IMHO they're just too easy to get out of control in the hands of a younger person. To some degree there is also a parking consideration - they're pretty big. More than I would want to handle daily in a congested area.
