A left turn from a one-way street to another one-way steet is perfectly legal (not just in Detroit.) It's basically the same as making a right turn on red, You just need to treat the red light as a stop sign.
I used to live in Detroit, and a perfect example of this is Woodward Avenue. It you are crossing a divided street (i.e., like Woodward Ave, a street with a grassy area between the opposite directions), and you are in the left lane wanting to turn left, the divided area technically makes street you're turning on to a one-way street, i.e., you're turning left from a one-way to another one-way street.
I didn't know that when I first moved to Detroit. I used to wait for the light, and got a lot of horns blown at me!
P.S., some streets in Detroit don't allow left turns at all so you then need to make a "Michigan left": a u-turn followed by a right, or a right followed by a u-turn. They claim this helps with the flow of traffic.
