Gearge Westinghouse and Thomas Edison both built power networks in NYC to accelerate the adoption of electrical power. Yes this was done by capitalists seeking financial gain rather than governments promoting alternative energy choices, but the grids had to be built or there would not have been demand.
Q - Why have natural gas powered internal combustion engined vehicles not been popular? A - Where can owners buy high pressure natural gas?
Q - Why do so few people buy E85 fuel for their vehicles that are equipped to use it during the cyclical periods when E85 makes micro-economic sense? A - Where can they buy it?
Q - What is a primary question of nearly everyone considering buying an electrically powered car? A - Where can I recharge it?
Not everything can be a consumer pull, sometimes it has to be a push.
