T-Mobile offers lower-priced plans if you bring your own phone. They are usually not heavily advertised and most people are unaware of them - but they are still there on their web site (see the link). My $40/month plan was such non-contract plan from 2 years ago. It was for "non-smart" phones but T-Mobile policy is not to enforce this rule.
The currently available similar plan is $45 for 500 minutes and 2GB of high speed data (then becomes unlimited data on 2G speed). Taxes are extra (~$5).
They also have prepaid $30/month plan for 5GB high-speed data and 100 talk minutes. This is the "after tax" price (and refill cards can be bought on ebay for even slightly less than the nominal value).
T-Mobile coverage is not great - so this may be a deal breaker for many.
