"Way back when", I used to run Pirelli P6's on my Saabs. They weren't the worst in snow, but far from the best... I'd rate them about 3/10 where 10 is a very good snow tire (and a really good all-season tire would be about a 6). They did not have "M+S" markings on them.
...Then all of a sudden they did! There was no change to the tire itself that I could distinguish - I think someone in the marketing department just realized they'd sell more tires if they had that rating.
