Tires have minimums, the wear bars at 2/32nds. I have never heard of a minimum measurement for a brake pad that would correspond. With tires you risk a blowout and potentially an accident with worn tires. Brakes worn to the metal won't cause an accident like a blowout situation. Worn pads don't work as well, but don't have the potential for a catastrophic failure like a blowout on a worn tire.
So no, there is no "legal" minimum measurement for brake pads. If you're a selling someone a car and the buyer discovers worn pads you might stir up some heat with the local Bureau of Automotive Repair for selling unsafe merchandise, but not for any specific minimum measurement of pad thickness. And I suppose many states have vehicle inspections and there may be some guidelines, but not with any specific regards to thickness.
Brake pad measurements are expressed in percentages, not actual thickness. Whereas tires all have the minimum 2/32nds wear bars built in.
