Your understanding is correct, and in fact there are sensors in the steering wheel that know whether you're gripping it or not. If you let go of the wheel, you get warnings and I believe the car will slow to a stop. The idea is that the car is doing all the work, but you're paying attention and are able to sanity check the computer at every moment. Not only did the car not see the semi, but the driver *who was supposed to be paying attention* missed it as well.
I don't know where this accident happened, but there are LOTS of highways in California where semis turn across traffic. Highway 99 is made of these types of intersections and runs the length of the state. Google "highway 99 semi crash" and you'll turn up dozens of results. It's actually a little scary.
In this particular case, there was speculation that the driver of the Tesla was watching a movie. They found a portable DVD player in the front seat.
