Except if he was doing that off of most highways in CO he could get ticketed - having an open fire in a pull off right by the highway is considered camping. I've seen way too many people the past few yrs just pulling off anywhere they feel like, camping and leaving a lot of trash o ashes and unmentionables behind. Some of these miscreants even choose their places very slectively, like a curve on a road in the mtns where they can just roll their trash down the embankment.
Of course not saying that was the case with the Saab guy, but just saying what I've personally observed regards illegal camping and it's definately on the increase in CO.
Leave no trace behind.
