Dealers can be terrible, no doubt about it. However in this case chances are that "needs freon" (sic) means there is a leak in the AC system and the low-pressure safety cutoff is preventing the compressor from engaging and self-destructing from lack of oil. The leak could be an easy fix (accessible hose or fitting) or a disaster (leaking evaporator - many cars require dashboard removal to fix). It would be a real good idea to have a mechanic check out any used car you're considering buying.
With the Fusion and other modern Fords you need to beware of their V6 engines. Those have an internal water pump that can leak into the engine oil when they fail, causing major damage. For the Fusion the normally-aspirated 2.5L 4-banger is the engine of choice. (Modern turbocharged engines frequently don't hold up as well as the engines in our old Saabs and they cost a fortune to repair.)
