I think it would be VERY difficult to do. Besides having to tear apart the entire dash and ever single instrument and switch, you'd have to find some way to make them glow blue. You could probably use some sort of blue plastic, but even if you managed to change everything to blue, they'd probably be all sorts of different shades and brightnesses. It would be an interesting project and I'd be curious to see the outcome, but it would be a great undertaking.
