Thanks to all who took time to give suggestions. In case any others run into similar problems, here's how it played out...
1. The mallet approach paid no dividends as long as the gunk layer was there.
2. The small dust caps had to be removed. They do pry out, but be careful not to gouge anything.
3. I sprayed wd-40 liberally into the area covered by the cap. The factory wheels have a bit of a lip, so a small puddle can form and soak.
4. Over many hours I moved the car about 1 rotation worth, to allow wd-40 to penetrate. Several times, I used a rag to soak up the very dirty fluid and gave fresh spray.
Note, I live outside Chicago, and this has to be the salt capital of the world. The build-up was incredible.
5. The next morning, I loosened the lug nuts on 1 front wheel at a time, backed about 10 feet, and did hear the wheel "pop" free. The back wheels could be worked off a bit easier because the hub does not pivot and because the build up was not as severe in the back.
6. Then I simply jacked the car, pulled the wheel, cleaned the hub, greased it up, and installed the summer wheels/tires.
Again, thanks to those who posted, and I hope this helps the next guy who tackles the issue.
