Paint question, general

My parents just got a new car under a new lease. (Not a Saab, but a good car).
The black paint has developed tiny specks of white, these are dimples as opposed to drops of paint. The origin is unknown.
Now my question is: is there a difference between a factory paintjob and a paintjob done by a good autobody shop? In other words, should they try to get a new car, or accept an offer to have the car repainted?
