Yes...I have a 2000 Black SE 9-5 and I too had water spots. I bought a clay bar (Meguiars) and some Meguiars Quick Detailer. Lubricate the surface (in the shade of course) with the Quick Detailer, then use the Clay bar on it (as per it's instructions). It's some work, but it is worth it.
You can also use Griot's clay bar and their QuickShine (and probably any other brand for that matter) to keep the surface lubed. I use Meguiars normally because it is more affordable.
