In Sweden there is no 25-year old restriction either.
However, one point to watch is that your US driver's license will have to be complemented by an international drivers permit, and that since the level of competence required to obtain a US license is, to put it kindly, less standardized across the different states, than is common in Europe, you may meet with different reactions or restrictions at different rental companies.

Another point is that you may have to pay additional charges for taking a car to a different country, and it is unlikely that you can leave the car in a different country from the one where you picked it up, so you would have to plan a round trip.

Your best bet would probably be to use the railway for city-to-city, local buses/trams/underground or an occasional taxi to get around while you're there, and rent a car locally (the smaller companies are often cheaper than the multinationals, and a small car should be OK just around town) only if you really need to.

That way, you'll be able to see a lot more of the sights and people, instead of having to concentrate on unfamiliar traffic behaviour and regulations.
