I don't know what I am talking about for sure, but I think this is going to be more trouble than it's worth. You can certainly drive the car into the States, just tell 'em you're visiting or you're moving and will send the car back. Once it's here, then you've got some choices...
I am betting you will have to make an appointment with the State Bureau of Automotive Repair for a "referee station." It's where they'll look at the car and verify it meets spec. I am not sure, but as long as there are MPH markings on the speedo you should be okay, and they may not notice the headlights. I'm assuming it has a catalytic converter, so that's not a problem.
If you do need to make changes, swapping the headlights is a piece of cake and shouldn't take more then an hour. Replacing the instrument cluster simply requires lifting the dashboard top and swapping them - there are no mechanical or electrical differences to worry about AFAIK.
I'd call the California BAR and ask them: 1-800-952-5210 - they should have some info or be able to point you in the right direction.
