Chains can be an essential part of winter driving in some conditions and environments but they are really a very specialized weapon and out of place for most winter driving. First top rated speeds for chains are ~30 mph. In addition, at one moment you might be on snow/ice-covered roads where you want them and then the next out to a main hyway that is near bare where they should not be used. So in addition to the hassle of putting them on and taking them off they clearly have a very limited application. Still they might be a good addition to the emergency kit for some people.
It is true that snow tires won't typically do as well as all season on bare roads (although I would add I have driven on some winter tires that are better than some mediocre all season tires) so deciding on which compromises to make can be difficult for anyone trying to select winter tires. The good news is there are a lot of options to meet different needs.
However, even on bare pavement, there is one winter tire advantage to keep in mind. The rubber compounding in winter tire is designed for cold temperatures. The grip on summer and all season tires (especially performance orientated ones) actually begins to suffer significantly in cold weather whereas winter tires are designed for it.
