He sure does - but he only stops you if you've actually broken the law (even if it's ever so slightly), and he actually gives you a receipt with all details from your driver's licence meticulously filled in (such as "address: spectacles/contact lenses must be worn" ;o^).

When my (Italian - obviously) girlfriend got pulled over for speeding she was doing 78 km/h in a 40 km/h zone. Well, she had a little chat with the copper who then changed the ticket to "lane change without signalling" which was 100 dirhams instead of 400 ...

So I much prefer Moroccan coppers to the Czech one who pulled me over in Prague supposedly for driving in a lane reserved for taxis (BS - besides I was just following everyone else, but of course they didn't have Luxembourg number plates ...). At first he said that it was a very serious crime with a standard fine of at least US$ 200 (hey, I believe that!) but when I told him that I was on my way back and only had $ 15 left in cash he said OK and put the money in his pocket - together with the receipt!
