Your handheld cellphone has a 'chip-set' that is unique to that cellular provider. So if you have ATT and want to switch to Verizon, you can't use the phone you now have, you have to buy one from Verizon. Also when you place a call you are also sending along a PIN that you don't see. That way the cell provider knows it is you and not a clone. Changing the MIN (phone number) in your car to the phone number of your handheld would cause a conflict because of mix-matched numbers.
The main reason that Personal Calling minutes are so high is that the phone in the car is analog. The industry is moving to digital as we all know, but right now analog provides the biggest footprint coverage across the U.S.
There was an article in Automotive News last Nov/Dec that said OnStar was working on a plan that would allow you to share minutes with your handheld digital phone and the the car's Personal Calling. The rates should be much more competitive. Their goal is to go out with the final news during the second qtr. (probably late 2nd qtr.)
