That's pretty rediculous, IMHO. A proper patch (as in one done with the tire off of the rim) will work just fine. Most manufacturers say to consider the tire non-speed rated once it has been repaired, but this is very conservative. In reality, you should be fine as long as you don't cruise at 130mph and the puncture is small and not on the sidewall. Read all about it at the Tire Rack.
