Weird Windows 98 error message HELP!

I have been having problems with Windows 98 (locking up repeatedly), ran Norton Utilities "Opimization Wizard" to tune the registry, and I got this strange message when the system rebooted.
"Stack overflow problem. A vxd, possibly recently installed, has consumed too much stack space. Increasee the setting of 'MinSPs' in SYSTEM.INI or remove recently installed vxds. There are currently 5 SPs allocated"
I looked in system.ini and saw no such entry. What is a vxd - is that a virtual device driver? What is stack space? How can I fix this problem?
Thanks for any help - this one has me baffled.
