I lived two years in England and vacationed in France. Did the Chunnel trip, which is definetly worth doing once anyway. If I was on my honeymoon, I would spend most of my time in Paris, but you seem to be more the outdoorsy type. If you like biking, the you can't beat the Loire valley. Beautiful chateau spaced about 20 miles apart along the Loire river, great food and wine, and of course a lot cheaper than Paris. You can get a train to just about anywhere and rent a bike (or even a tandem?).

In England, I would only consider biking in the South and then only in the months with more settled weather (June through August). Even then you risk a solid week of misty rain, which does happen with distressing frequency. Cotswolds would be a good area for this type of travel, as would Devon. The best would be the Lake District up north but bear in mind you waste a day getting there, the weather absolutely sucks big time so you would be amazingly lucky to get a whole week of sunshine (even three days in a row is pushing it) and you had better be in great shape because the hills there are pretty frequent and steep. The only thing worse than biking in the rain would be to be on your honeymoon and have your new wife get incredibly sore from bike riding terrain that was out of her league (or yours, for that matter).

Hiking in the Lake District would be OK, even in less than ideal weather, but you want biking, I think. France is a lot better than England, IMHO, because the roads will be less crowded and it is quite a bit cheaper.
