I don't think there is much a quality difference between a late-model 900 and a 9-3. The early NG900 had some quality and design issues that were addressed in later NG900 years. Going back to a hydraulic clutch, that sort of thing.
You'll be looking at 98 900s, as those are what are mostly coming off-lease, along with early 9'3s.
If I were in your position, I would go down the the local Saab dealer and test drive some used '98 NG900's and '99 and '00 93's. Drive a few of each kind, just so you don't end up judging the whole model year based on one lemon. See for yourself the differences.
For example, I can't stand the gas pedal placement on the 93, but find it's fine on the 900. Go figure. Some people may not care, but both my wife and I hated it. You might decide that the headrest in the 900 is horrible and you're taken by the way the 93 armrest works.
There should be minimal difference between the cars, quality wise. The 93 is the first year of a 'new' model, but no biggie. Probably the most important would be mileage and age. Remember, many cars coming off-lease still have some warranty left. If you find a car with some warranty left but work to do, that's money in your pocket. I would go for a car with lots of warranty left.
