US standards for bumpers, air bags, side impact protection, and even the third centered brake light are different (and stricter) than in Europe. Most driving in Europe is in and around cities. They don't have the broad, flat, straight expanses of tarmack that we have here in the US.
Europe also has 'lower' emissions standards, but these are being steadily increased to US standards.
When I was in Munich a few years ago, I was driving along the autobahn at 140KPH (around 80mph) and was regularly passed by 1.1L Fiats running at what sounded to be their redline. That is not the kind of driving we do here in the US.
Also, the cost of a gallon of gas in Munich was around $3.50. Here it is around $1.50. The majority of people in Europe need (or can only afford) a small displacement, very light car to get around in. Ones that get 40mpg are common. Cars like the Saab 9-3 are considered very high end cars... in fact a Ford Mondeo is considered the quintessential "executive" car.
In America, the majority of people are driving in heavy cars that get half the gas mileage that a car in Europe might acheive.
