You can start by first spraying the nuts with DW40. This will in most cases penetrate between the nut and thread and loosen up the rust.
If that fails, you can try the blow torch. But don't add heat for more than a minute or two, before trying to undo the nut. If you leave it too long, the metal in the nut and thread could melt together and seize up...
