The lower the gas mileage, the more CO2 (carbon dioxide) produced, period. This gas is the "greenhouse" gas that the U.S. and many other countries have agreed to reduce. Vehicles produce 1/3 of all U.S. CO2 emissions, so that's why the gov. targets vehicles.
The other gases, for example CO (carbon monoxide) come more from older engines. They are the result of partially unburned fuel. A perfect engine would exhaust only CO2 and H2O. All newer cars (SUV or minis) produce much less of these than older cars.
The catalytic converter's job is to further convert unburnt gases into CO2 and H2O, so I suppose you could say it does contribute to greenhouse gas, but is much better than the other chemicals that would result.
So, sorry SUV proponents, while your new SUVs don't produce as many poisons (like CO) as old gas guzzlers, they do produce more CO2... a bad thing. :-(
