Yes, all registered cars in Connecticut have a property tax imposed. But the tax on a '92 isn't that bad. It's based on a blue-book value, reduced by 70%, then with the mill rate of your town. Different towns have different mill rates, so that will pretty much be it.
Taxes aside, having two cars, one being new, the other not, has many advantages. Mostly in insurance. If you have a nice, new (i.e. more valuable car), then it should be the one listed as 'pleasure vehicle'. No doubt that's true. Remember, your older (i.e. less valuable) car is your commuter car, the one you take to work. This has the potential to save you lots of money on your insurance, more than enough to cover the property tax.
I've got four cars registered in CT. The older ones are used for commuting, the newer ones for pleasure. That saves a lot in insurance. As to property tax, that's the cost of business. Nothing you can do about it, other than pick a town with low taxes.
