The design cost alone for what you propose would be more than the $3500 budget. Then you add labour, machine time, materials and tools, programming etc...
This will also have to be machined out of a very large piece of material as it wont be die-cast so you'll have a lot of waste- that you paid for.
You'd probably be better off to modify an existing bell-housing to fit- a bit here and a bit there, the blue wrench makes anything fit.
If you made enough of them though, it might work out.
First, you'd have to get a quote from a machine shop to find out how much the first one will cost you, then each one after that (it should be cheaper once the programming is complete)
Then you'll have to design a bell housing- this could be a huge task but if you can get the math data (CAD model) for the current one, it can be modified- getting the math data will not be easy, but you're going to have to get the math data for both the transmission and the engine block if its going to work anyways. Make friends in the design department of whatever foundry is making the current bell housing (they can help out later when it comes to modifying the model too)
After you get your model, send it out to the tool shop and kick them off- factor in all this and divide by the number you plan to make- if its less than $3500 then you're in business!
