The brakes on a Saab 99 are disc brakes all around. By "bad brake pads", I assume you mean that they squeak a lot when applied. This means that are rubbing the rotor (which they hold onto to stop the car). You'll need to then get not only pads, but new rotors. This is a full brake job. It will run you a few hundred dollars at least.
Look on this site for the "Mechanics List", and find a good repair shop close to you, then call them and ask them for a price on a "full brake job, new pads and new rotors".
If you want advice... a 26 year old Saab is NOT the kind of car you want if you're not a "car genius". Those cars are extremely rare. Parts availability is okay, but you'll have to find a shop who specializes in Saabs and knows the 99 to get it repaired.
They were not known to be a very reliable model. My 1976 99GL needed fuel injection work constantly just to keep it running right. This is a car for Saab collectors who are looking for the rarest of the rare and know everything about the car.
They are a blast to drive... manual steering, great suspension. But the engine had a lot of weak spots. Replacing the water pump, for example, was a task few mechanics would ever consider undertaking.
