You have to have all the cylinders bored at the same time if necessary, to the same internal diameter. Usually long miles and excessive wear on the walls of the cylinders, or a failure, like a broken ring that scratches a wall, make it necessary. You have to do all at the same time for various reasons such as dynamic balance of the rotating parts. A light honing (sanding with a special cylinder hone) is normally done more often than re-boring.
A leaking intake or exhaust valve will have to have the seat and valve surfaces re-machined (ground) to achieve a good seal. Hot combustion gasses leaking past a valve (usually the exhaust valve) will burn the valve and seat in a short time and result in severe loss of power.
Grinding all the valves and seats is considered a normal rebuild procedure on a worn engine. A rebore is not, unless needed. Saabs seem to be long-lived if cared for properly, but all cars need these types of repairs eventually if they are driven enough miles.
