If a fog light was so oriented or possesed such a beam pattern that it blinded oncoming traffic, it would be of absolutely no use as a fog light!

By definition, a fog light has a very wide beam with no, or extremely little output above a line parallel to the ground and even with the top of the light housing. Since fog lights are mounted BELOW the main headlights (almost all manufacturers get this right!), their entire output will be underneath the main headlight low beam. If your fog lights are blinding oncoming traffic, they are aimed improperly, or have a beam pattern such that they can't realistically be called fog lights.

I find my fog lights useful in very thick fog, or heavy snow, but otherwise mostly decoration. In extremely thick fog, even the main headlight low beams reflect too much back, and the lower you can get the light output, the better. I encountered fog so thick going over a particular mountain pass a couple years ago, that visibility was about 20 feet. If I hadn't had fog lights, I would have needed to go about half as fast as I was going, which was already well below the speed limit of 35 mph.
