Ideally you and the shop would agree in advance on a price, and that same agreed-upon price would be the one you actually pay. In many cases it is of course impossible for the shop to know exactly what the price will be, because the problem has not been diagnosed. But if you know you need a new clutch, and the shop charges standard chunks of hours (rather than actual time), then they know in advance EXACTLY what the price is. The only questions are, did you ask in advance, and if so, what did they say in response?
Because of historical abuses, many states have laws that require written prices. For example, in one state, the shop owner must present a written estimate, and must get the customer's consent in advance of the work if the final bill will be more than 110% of the estimate. You could call your state attorney general's office to learn about the law in your state; they are generally quite liberal about explaining these things because they want your vote at re-election time.
