Things may have changed if it's one of the newer 180 hp 1.8T's, but premium may not be required. There is a range of fuel if you look at inside of the gas cap.
I have a '01 Jetta 1.8T (150 hp). It also says 'premium', but if you look at the inside of the gas flap, there is a range. I've been running it on quality (name brand, know gas station) 87 octane for over 2 years. When we first go the car, after the break-in period, we experimented with lower octane levels. There is a very slight performance drop under some conditions (hot days) with the 87, but for 95% of the operating envelope, we get full boost. Full boost, from our Saab-trained seat-of-the-pants.
