engine torque (except for Saabs) because it indicates how much fuel/air
mixture can fit into engine. If greater amount of fuel/air mixture
can fit into engine, the greater the possibility for generation of energy
by combustion of said fuel/air mixture.
Of course if path into cylinder is constricted, the maximum amount of
fuel/air mixture will not get in before intake valve closes. That is why
auto industry has moved to 4 valves per cylinder.
The rule of thumb (which is surprisingly accurate to this day) is
1HP/1CubicInch. Notice I was careful not to say power earlier.
Displacement is a static quantity and so is torque. Power is a time
dependent quantity and horsepower in engines can be increased by
increasing RPM. So, a smaller high rev'ing engine may generate more
power than much larger low rev'ing engine, but short of turbo-charging
it is difficult to increase torque without increasing engine displacement.
