Since some people are still using dial-up, you should consider the size of the files that will be used with your composition. The best method is to convert [all or most] of the text using optical character recognition [OCR], usually bundled with most scanners. The conversion accuracy will depend [at decreasing rate] on the sharpness of the print, contrast and skew. The layout complexity can be an influence on how much rework you have to do. You should proof any ouput in any case. The resulting text can be pasted into the html page at minimal size.
Images should be kept as small as possible, but still legible, as mentioned. It may not be possible to reduce to screen resolution without losing legibility. It mostly depends on the level of detail of the original. Numerous smaller pics are preferred over one large one. They should be monochrome and can be saved to smaller TIF files. GIF may be an option, especially if color is critical. JPGs should only be used for actual 'pictures' and kept small.
There are several web sites that offer guidance on good web page design and other considerations. Just use one of the standard search engines for more info.
