Water vapor: Gasoline and diesel engines emit lots of water vapor now. With a gasoline engine it is diluted in a stream of mostly N2 and CO2. Diesel engines have variable AF mixtures and typically run very lean most of the time, so the water vapor is lower, and so are the exhaust temperatures, most of the time. Fuel cells will emit less water as a result of the high efficiency... that was the idea was it not.
Fuel cells use O2 from the air, so the system will discharge the 80% N2 that is in the air and the water vapor will likey be combined in it.
Hydrogen powered: Unless the hydrogen comes from new nuclear power plants, new wind or solar power, the hydrogen will be created from fossel fuels. So oil will be used to make the H2 gas. It is a bit difficult to make H2 from coal, as coal is mostly carbon. Electric vehicles have the same problems, the generation of H2 or electrical power often simply shifts the emissions from the tail pipe to the smoke stack.
Hydrogen fuel does not have a generation and distribution system. Gasoline hybred's and diesels have the best efficiency gains on hand and are supported by the current fuel generations and distribution systems.
Electric vehiles seem to be dead, no battery technology is suitable for mass adoption.
Modern gasoline engines are clean enough. But reducing CO2 is strictly a mpg issue. Turbo charged engines can help greatly in getting power plus economy.
