Incentives should be for any high mileage and/or low polluting vehicle - not for hybrids per se. Why should somebody get a tax break for buying a hybrid Escape or Lexus RX when neither get as good mileage as your run of the mill economy car?
My idea (could really use an economics PhD student to look into it further) is that there should be a sliding scale gas guzzler/gas sipper tax. Anything with say less than 24 mpg average would get hit at the time of sale with a say $500 tax for every mpg under ~25. So, a 15 mpg Durango (or 300C or whatever) would have a $5,000 tax piled on. Between 25 and 35 mpg there'd be no penalty. Above 35 mpg, you'd get a tax break per mpg. Not sure what the amount of the credit should be.
