If no faults are present, the check engine light will be turned off after a certain amount of drive trips.
This can take a day, a week, a month in some cases.
If something is not right, it will stay on until the problem is repaired.
No, it's no way to "program" the light to stay on.
Yes, it is fully possible to tamper with the cars emission system so that the light will stay on due to that it is a fault present.
A faulty gas cap is enough to keep the light on at all times to name one thing out of 100s of different reason for the light to stay on.
