I don't know where you drove in CA or TX, but I don't know many places (any states) where people regularly drive below the speed limit. Sure, there are always slow-pokes... but there are always speeders. I-5 between Sacramento and Bakersfield is one road where I would say Californians drive fast. Just my observation.
Now, you get on HWY 1 in the summer, and there are so many people looking at the ocean, or driving their HUGE RV's, then traffic goes way too slow.

Nevada City, CA... Population, ~2500. And always one too many slow drivers in front of me when I hit up HWY 49 North... a great road! (See pic)
