The easiest way is with a MBC. A MBC+A provides more peak boost control and you do not have to wait for the engine and turbo to get cold to do interative adjustements. (only for T5)
If you want to change the base boost and not change the peak boost, a SMBC will handle that, and that works for a T7 as well.
If increasing the peak boost significantly, intake and exhaust restrictions need to be reduced.
If you are seeking to set the base boost to a stock level, regulated shop air can be applied to the WGA at base boost pressure and the WG observed to see that it is starting to open. I do not have the exact details on hand, but that method does allow for a single session cold setup and adjust. One needs a presurre guage that is known to accurate at low pressures. A boost guage could be used for that. But when some do not register zero when not connected, you have to wonder about those too.
