This stops water vapor from the crankcase from consending and freezing or forming "margarine/wax" in the port that would block this PCV flow. Another danger is that ice would form in the TB bore and interfere with throttle closing. With the T7 systems, such interference with the motorized TB throttle plate would have some other negative effects.
The throttle might be prone to some icing effects in cold/damp weather independent of any moisture load from PVC blowby gasses.
You can put a valve on one side of the TB or the other and close off the flow for warm or hot seasons, then open for the winter. A flow bypass is totally unnecessary. I think that some have blocked for the winter and reported no negative effects. The newer models have very tight engine bays and the aluminum intake manifolds conduct a lot of heat from the head. So perhaps the situation is different for some models compared to the more open engine bays of the C900s.
Otherwise, anything that you can do to reduce charge air temps is good for peak HP. An in engine bay IC is certainly a bigger issue than the coolant loop in a TB.
