hide the boost signal from the WG actuator thus keeping it shut
so using a low base boost you can make the turbo hit full boost later then it would naturaly
this is useful to make a smaller turbo make more HP & less torque
but you cant make it spool up quicker with MBC or APC then the turbo would naturally spool up with a WG actuator at tuned boost
although with controll over fuel & especially timing you can get the turbo to spool up quicker for sure :-) but usually with a bit more nox emissions pre spool
one problem with using MBC or APC with low spring tension is the tendancy to have the WG blow open from the pre turbine pressure when trying to achieve higher boost levels
I tend to like the spring rather then the MBC although the MBC is easier to tune for sure :-)
