WASTEGATE WEIRDNESS... does this sound right?

First some background... For my FMIC install, I rotated the compressor housing on the turbo. With that, I had to modify the wastegate actuator bracket so it was aligned properly with the wastegate itself. I had noticed before that my wg actuator was at just about the limit of its adjustment...
So when I mounted the wg, i found that I had only 2 psi of boost. I adjusted it, and brought it up to 4 psi which yielded about 12 max psi. this is where the intercooler was really shining, even though it was only at stock boost levels, there was absolutely NO boost taper, max psi was being held to the redline. I was happy, but not satisfied. With my upgrades I figured I could at least stand 6 psi base boost...
I turned it up, but it could only go to about 5.5. Yep, the actuator is at the end of its adjustment. But instead of yielding a higher max, now the boost is just ERRATIC. As in sometimes I'll get 1/4 into the red zone, and others I'll only get 3/4 yellow on the stock boost gauge. I've heard of wg's that are overadjusted to be unable to open soon enough, creating overboost, but does this make sense? It's completely random, near as I can tell.
At this point, I'm thinking of adding a helper spring on the wg... I really don't want to replace it (at least right away) since I just modified the bracket! Am I correct in assuming that the internal spring cannot be changed?
